Who is your ISP?
Mine is United Network, at first they had it blocked, but then i kept on complaining and sending them mails and calling them, until they actualy unblocked it for me.
So you can do the same (call them its more effective) and explain to them what Deviant Art is all about and that you are paying money and if they wanna block, they should block only the pages that has sexual contents.
